The Puppet Master (Kuklacı) olarak kendisini tanıtan ajan, onun varlığından habersiz hükümet istihbarat birimleri tarafından bir güvenlik tehditi olarak görülür ve yakalanması için peşine iki ajan takılır. Yarı sibernetik yarı insan olan iki ajandan son derece iyi eğitimli kadın ajan Albay Motoko Kusanagi, Kuklacı’ya ulaşınca onunla aynı bedende buluşmak isteyecektir.
